Unable to re-use a port from a deleted account

I deleted an account with port 8002 (Icecast). I proceeded to create a new account using port 8002 specifically. The new server account won't start. I assume because it thinks 8002 is still in use. How can I re-use 8002?
I found out that the problem is worse than a port issue. I cannot start any newly created account. Icecast or Shoutcast. Howver... IF I change the server IP in the host configuration page to the local IP instead of the public IP, I can start any newly provisioned account.
