Why does SoundExchange charge 1.6 cents listener/hour for satellite providers such as Sirius, yet hit small  internet radio streams, that are for the most part free, for 2.6 cents listener/hour.

Sound exchange is also non-profit and tax exempt, something does not seem right with this pricing structure, seems like it's almost a scam, a legal scam that is, as if someone got paid off, Sirius can afford the fee -- Jo Bob's Online Radio Station cannot

They also charge $5,000 just to sign up with them ... so a small guy with a hobby station is expected to pay the cost of a good used Honda just to be allowed to stream? I can kinda understand if they earn $$ of the station but $5,000 -- come on they pay about $20/m for the entire server are they kidding?
 
If they lower the cost -- and I mean a lot then more people MIGHT sign up but $5K just to start is ridiculous. I have no stats but I would guess 90% of all internet radio stations do not pay a penny, Soundexchange says  it's either $5,000 or nothing
