When I setup a Data Transfer Qutoa for a user, does that include the live audio feed that is coming from a remote computer running a shoutcast stream encoder? Or does it only include data transfer when a listener connects to the stream?

It includes everything that's written to the ShoutCast log file.  Don't quote me as I don't know offhand for certain (and can't check at the moment) but I'm fairly certain ShoutCast logs source and relay connections to access.log, so if that's right, it should all be included.
