issue was resolved. heres the fix straight from a centova dev:

That means he's using suPHP w/CC v2.2.x... v2.2.x will use port 2199 to bypass suPHP. I'll update the quickref guide about this later today. To use CCv3 on a CCv2+suPHP server it's a 3-step process:

1) Edit /home/centovacast/system/runascc/castd.c, find the line that says:
#define CAST_PORT 2199

And change that to
#define CAST_PORT 2200

2) Edit /home/centovacast/system/config.php, and find the line that says:
define('DAEMON_PORT',2199);

And change that to:
define('DAEMON_PORT',2200);

3) Finally, run these commands via SSH (just copy/paste):
cd /home/cenovacast/system/runascc
make clean && make
killall -9 castd
chmod a+x /home/centovacast/scripts/castdctl.sh
/home/centovacast/scripts/castdctl.sh start

That'll put the suPHP bypasser on a different port.

But it did for me.  The 'make clean' part didn't, because the Makefile doesn't have the action script to support that option, but it's such a tiny program that it really doesn't matter.

Soon as I performed the steps above, it all just worked, and my web panel came up just fine.  Huzzah!
