Title: Host Manager question

I have a question:

At Cluster host management area
Server title:  local server
IP address:   127.0.0.1
Port:  2198
Authentication key:  my licence key
Role:  Master  Relay 
Default stream IP address: primary server ip ( licenced )

time to time I receive: Cluster host connection failure for Local server: Connection refused (111)

This is fixed running: /etc/init.d/centovacast restart

But I have to run this command each 2 hours , because each 2 hours panel goes to time to time I receive: Cluster host connection failure for Local server: Connection refused (111)

Any idea whats the problem?
