is there a way you cna have a DSP set to make it sound better with lower bitrates?

Unfortunately no. Normally, for a normal audio server, you could choose the codec that you wish which can sound different from one another at the same bitrate, but in your case, Shoutcast only broadcasts Mpeg Layer 3. So if you want better quality, you gotta up the ante :)
