error when when first time adding new user account @ admin panel

This webpage is not available
The webpage at http://centova.hhradio.lv/admin/index.php?page=accounts&action=create&accounttype=user&accounttemplate=&servertype=ShoutCast&sourcetype=none&submit=Create might be temporarily down or it may have moved permanently to a new web address.
Error 324 (net::ERR_EMPTY_RESPONSE): Unknown error.

anyone got some ideas?

That's Google Chrome's way of telling you it received a blank page.

The problem will be as described here (http://www.centova.com/pages/faqs/display/blank_page_when_beginning_web_98).  (And yes, I know the article mentions the installation process and you're talking about account creation, but the underlying problem is identical. :) )
