Title: Option to disallow clients to control stream re-encoding

I wish to essentially only charge my clients for resources used. Since stream re-encoding (at least with Icecast and Shoutcast v1) can be toggled by the client, I can't easily control whether or not it's used.

I'd like the option to hide that option from clients and only make it available to admins, much like the master settings (eg: bitrate, bandwidth limit, etc)

Obviously this isn't helpful with Shoutcast v2 streams using sc_trans2 since re-encoding can't be disabled, but it would still be helpful for Icecast streams.

Unless you explicitly turn on this feature in centovacast.conf, the user cannot change the re-encoding option.
