I did find this thread

It seems that I would have to use icecast.  Is that correct?  I did the auto install which installed shoutcast.  It looks like icecast is the only one that supports it.

I just wanted to verify as on my next install I'll do icecast instead.

I also found this thread (http://www.kubikdragon.com/newkubik/News/p2_articleid/2)

Seems to me that I need to use UTF8 on my files and have icecast as the player correct?

Yup, ShoutCast v1 has practically nonexistent support for multibyte character sets so IceCast is the way to go for Asian-language streams.  And yes, you'll want to encode your ID3v2 tags in UTF8.
